To enable numlock on Windows 10 logon screen, you have to set some registry settings, but not exactly the same as we needed to do on other Windows versions.
Here are the settings to be applied:
 

The value that has to be modified is the InitialKeyboardIndicators.
The value must be set to 2147483650

This setting must be applied at 3 levels of the registry:

  • .DEFAULT
  • S-1-5-19
  • S-1-5-20

‚ÄčHere is a code you can use to create a .reg file to apply the 3 settings :

[HKEY_USERS\S-1-5-19\Control Panel\Keyboard]
"InitialKeyboardIndicators"="2147483650"
[HKEY_USERS\S-1-5-20\Control Panel\Keyboard]

Save the file as, for example, EnableWin10Numlock.reg and execute it.
After the settings are applied, reboot your computer and numlock should be enabled on your computer
